It has chances that Googlebot can crawl and index every page of a paginated sequence as its distinct document, which eliminates the crawl budget. Needless to say, it makes only those pages that ought to be working together to compete against each other in the SERP. Try to ignore these robot.txt files to protect crawling happening on definite pages, which will save crawl budget and allow vital pages only.
